![An audience member raises her hand during a presentation.](https://blog.usablenet.com/hubfs/questions.webp)

In September 2026, the W3C published a new [Working Draft of WCAG 3.0](https://www.w3.org/TR/wcag-3.0/) (which the W3C generally calls WCAG 3), the next generation of the Web Content Accessibility Guidelines. A blog post from the Director of the W3C’s Web Accessibility Initiative followed, explaining the new direction. The recent publication has drawn renewed attention from accessibility teams.

The questions I’m hearing are some version of these:

- What does this mean for the work we’re doing?
- Should we be doing something with WCAG 3 now?
- Do we even need to think about it yet?

My short answer is that WCAG 3 is worth watching, but doesn’t require action for at least a few years. The most important thing you can do right now is keep doing the work you’re already doing. And if you haven’t started, start now.

You don’t have to take my word for it. The W3C supports this in its own documentation.

## What is WCAG 3?

The W3C describes WCAG 3 as “a successor to Web Content Accessibility Guidelines 2.2 and previous versions,” one that “does not deprecate WCAG 2.”

Why a new version at all? In W3C terms, “Changing technology and changing needs of people with disabilities require a new model.”

WCAG 2 focuses on web content. WCAG 3 is meant to apply to “web content, apps, tools, publishing, and emerging technologies,” and to cover more user needs, “including more needs of people with cognitive disabilities.” Its guidelines are written as plain-language, user-centered outcome statements.

The substance stays familiar. The W3C says “WCAG 3 will have similar accessibility requirements as WCAG 2,” but with “a different structure, different conformance model, and broader scope.”

One important caveat, also from the W3C: The current version of WCAG 3 is “an incomplete draft that will change.” Everything I describe here reflects the September 2026 Working Draft, and since nothing is finalized, what’s already in the draft may change as work continues.

## How does WCAG 3 evolve from WCAG 2.2?

The biggest shift is in how conformance works.

Under WCAG 2, conformance is pass or fail, and the W3C acknowledges that this binary model makes it hard to show progress or to recognize work beyond the minimum.

As of the September 2026 draft, WCAG 3 proposes:

- A single conformance level, achieved by meeting all core requirements. The draft also states that content conforming to WCAG 2.2 Level A and AA is expected to meet most of WCAG 3’s minimum conformance requirements, although additional work will be needed to achieve full conformance.
- Supplemental requirements provide additional accessibility requirements beyond the core requirements, along with assertions and recommended practices that serve different purposes.
- Tags on the core requirements that describe the potential impact of not meeting them.
- Reporting tiers that let organizations show progress toward conformance and recognize work that goes beyond it.

Those tags stood out to me. As I wrote recently in “[A Perfect Accessibility Scan Score Isn’t the Goal for an E-commerce Site,](https://blog.usablenet.com/a-perfect-accessibility-scan-score-isnt-the-goal-for-an-e-commerce-site-ai-makes-that-easy-to-forget)” WCAG 2’s conformance model does not account for the severity or potential impact of individual failures, even though a keyboard trap in your main navigation and a decorative image missing its alt attribute are nowhere near the same level of severity.

WCAG 3 takes a different approach. Its requirements are more granular than WCAG 2’s success criteria, and each core requirement is assigned a tag describing the potential impact of not meeting it: Physical Harm, Risk, Barrier, or Friction. The intention is to make the impact on users more visible in conformance reporting, rather than treating all failures as equivalent. Whether this increased granularity achieves that goal in practice remains an important question as the standard develops.

The tags serve a specific purpose in WCAG 3’s proposed conformance model: they help define the reporting tiers mentioned above. Full conformance still requires meeting all core requirements, regardless of their tags. For organizations, user impact should remain a key consideration when prioritizing individual audit findings.

The [WCAG 3 Explainer also describes an alternative scoring approach](https://www.w3.org/TR/2026/DNOTE-wcag-3.0-explainer-20260910/#alternative-approach-scoring), based on percentages, but explicitly notes that this approach is not included in the WCAG 3 draft. The Working Group is seeking feedback on the relative merits of the two approaches. (See below for more details on how you can offer feedback.)

The W3C also draws a distinction that UsableNet has made for some time. WAI Director Shawn Lawton Henry [describes WCAG as a measuring ruler and laws and policies as the rules](https://www.w3.org/blog/2026/crafting-wcag-3-for-more-accessible-user-experiences/). A website that meets WCAG requirements conforms. A website that meets a law complies. As she puts it, “W3C does not write the rules.”

That’s the line we’ve been drawing: conformance means adhering to a technical standard like WCAG, and compliance means meeting the legal requirements that apply to you. It’s good to hear the W3C say so plainly. In practice, though, the two often overlap because laws and regulations frequently reference WCAG as their technical benchmark. This is one reason WCAG 3 aims to guide policymakers, helping them understand how to use the standard in legal and policy contexts. WCAG conformance can be an important part of legal compliance, but the two are not interchangeable.

## When will WCAG 3 be released?

The W3C hasn’t committed to a date. Here’s what it does say:

- WCAG 3 is not expected to be a completed W3C standard for a few more years.”
- The current draft “still has several years of work.”

The W3C’s projected schedule targets a Candidate Recommendation Snapshot, one of the later stages in the W3C process, in the fourth quarter of 2027. The schedule also notes that “historically, it has taken an additional 2 years from that point to final publication.”

Doing the math, that puts a finished WCAG 3 around 2029 at the earliest. It’s important to note that this is my reading of the W3C’s schedule rather than a date the W3C has promised. It could easily change as work on WCAG 3 continues.

Even then, a final standard is only the beginning. The W3C says “WCAG 2 will not be deprecated for several years after WCAG 3 is finalized.” Further, it plans to provide guidance on moving from WCAG 2 to WCAG 3 “when WCAG 3 is more stable.” After that, laws and regulations would need to adopt it, and again, the W3C doesn’t write the rules.

## Why is WCAG 2.2 conformance your best preparation?

This is the part I most want accessibility program leaders to hear: **The best way to prepare for WCAG 3 is to conform to WCAG 2.2 now.**

As noted above, it’s expected that content conforming to WCAG 2.2 Levels A and AA will meet most of the minimum conformance requirements of WCAG 3. And the W3C has committed that WCAG 3 “will not be published until it covers at least as much as WCAG 2.2.”

Because WCAG 2.2 conformance gets you most of the way there, WCAG 3 is something to watch rather than something to plan around today. The good news is that the work you’re doing to conform to WCAG 2.2 isn’t something you’ll throw away. It’s the foundation WCAG 3 builds on.

WCAG 2 is also important because it’s where your legal obligations sit. In the W3C’s words, “WCAG 2 is used around the world and will still be required by different countries for a long time to come.” In the U.S., the Department of Justice’s ADA Title II rule points to WCAG 2.1 AA, and ADA Title III lawsuits, demand letters, and settlements routinely reference WCAG 2.x. In Europe, the European Accessibility Act relies on the EN 301 549 standard, which references WCAG 2.x. Canadian accessibility requirements also reference WCAG. None of them make a reference to WCAG 3.

The legal side is only part of it. The barriers your customers run into today are WCAG 2.x barriers. A shopper who can’t get through checkout with a screen reader isn’t waiting on a future standard. Fixing those issues now helps real people now, whatever version comes next.

If you’re already doing this work, keep going. If you haven’t started, nothing about WCAG 3 is a reason to wait.

## Want a say in WCAG 3? Here’s how.

Many organizations don’t realize that WCAG 3 is being written in public, and the W3C wants to hear from you. In its words, “We welcome your comments on WCAG 3 draft documents.”

The W3C is asking questions squarely in a program leader’s territory, especially about the new conformance model:

Submitting a comment is simple:

1. Read the [WCAG 3 Introduction](https://www.w3.org/WAI/standards-guidelines/wcag/wcag3-intro/) and the [WCAG 3 Explainer](https://www.w3.org/TR/wcag-3.0-explainer/) on the W3C website. Together they’re the best overview of where the draft stands.
2. Create a free GitHub account if you don’t already have one.
3. Open a new issue in the W3C’s [WCAG 3 Repository](https://github.com/w3c/wcag3/issues) on GitHub. Keep each issue to a single topic, and use separate issues for separate comments.
4. If GitHub isn’t practical for you, email public-agwg-comments@w3.org instead. Use a subject line like “\[wcag-3.0\] your topic,” put your comments in the body of the message rather than in an attachment, and again, keep to one topic per message.

A few tips of my own, since I currently participate in a few W3C groups:

- Check existing issues first in case your point has been raised.
- Name the section you’re commenting on.
- Explain the real-world impact on your organization or your users. That practical detail is what a working group can use.

## Watch it, but don’t wait for it

WCAG 3 is a meaningful step forward and worth watching. But the W3C’s own guidance couldn’t be clearer: the work you do on WCAG 2.2 today is the best preparation for whatever comes next.

At UsableNet, we’re doing more than following the drafts. Giacomo Petri, our Director of Accessibility Auditors, is one of the editors of WCAG 3. As it matures, we’ll keep you informed about what matters. In the meantime, keep building on your current accessibility work.
